See the non-binding guide on europe.eu for a better understanding and application of Directive 92/57/EEC on minimum health and safety requirements at temporary and mobile construction sites.
Check the Central Government Real Estate Agency's Handleiding stappenplan Veiligheid en Gezondheid voor opdrachtgevers (Dutch) for occupational safety on construction sites and for environmental safety in the adjacent area.
To manage the Health & Safety (H&S) process, the Central Government Real Estate Agency has developed Modeldocumenten Veiligheid en Gezondheid (Dutch).
From 2022, clients will use the so-called Safety Culture Ladder (Safety Culture Ladder NEN) to make organisations' safety awareness measurable, insightful and comparable. Go to Governance Code Veiligheid Bouw - Veiligheid in Aanbesteding (Dutch).
In construction, the Working Conditions Act and the Working Conditions Decree can be used to support the construction process, improve quality and communication (and therefore collaboration). This can make an important contribution to ensuring an undisrupted process flow and thus to construction safety.
A practical contribution by Adri C.P. Frijters covers the main concepts of both the Working Conditions Act and the Decree and explains how they can be incorporated into the construction process. The guide clarifies the roles and responsibilities of the various stakeholders in the construction process. This document (31 pages) assigns tasks to the various stakeholders in the most practical way and in the order of the construction process.
The Construction Process Provisions Work Instruction is applicable to all construction works falling within the definition of Annex I to Directive 92/57/EEC (see Annex 1).
The work instruction consists of 4 sub-modules:
- Module A: Client and 'the duty to disclose'
- Module B: The construction work notification
- Module C: The health and safety plan (H&S plan)
- Module D: Coordinator performance
The consideration as to which module(s) to apply in conjunction depends on the situation. This is at the discretion of the inspector, the project and/or programme concerned.
The Guide to H&S requirements (12 pages) is focused on clients and designers in public and residential construction.
Aboma Consultancy offers subscription-based access to information on construction process provisions: Abomafoon. For more information, go to the website aboma.nl (Dutch).
On the website volandis.nl you can find an H&S planner. This is a database containing information on working conditions and construction work. For more information, go to volandis.nl (Dutch).
