Sheltered employment is 1 of the tools a municipality can use to help people find employment.
The Participation Act assumes that there are people who are dependent on work in a sheltered environment. The main feature of this provision is that it involves paid work that can only be done by the person concerned in a sheltered environment. Municipalities have the freedom to decide what support is put in place for people.
Shaping sheltered employment
Municipalities are obliged to shape and lay down policies for sheltered employment in a regulation. They had until 1 July 2015 to do so. Municipalities are not obliged to offer sheltered employment. Deciding in advance not to offer sheltered employment generally limits the possibility of catering for individual cases. However, municipalities that do not currently offer sheltered employment can develop and deploy alternatives, which make it possible to cater for individual cases.
