Dutch clients who hire a foreign company or a foreign self-employed person from a country within the EEA or Switzerland for a temporary assignment in the Netherlands are obliged to check whether their arrival has been (correctly) reported at the notification portal on postedworkers.nl.
Report not checked? In that case, the client may be fined (Dutch) for that.
