A crane operator has a responsible job. lf the operator makes a mistake, the crane could tip over or the load being lifted could suddenly fall, with serious consequences. To be allowed to operate a crane, the operator must be registered with TCVT RA. This registration ensures that the crane operator has the right knowledge and experience.
TCVT RA registers operators on behalf of the Minister of Social Affairs and Employment. This registration is mandatory for operators who carry out work on a construction site using a machine with a capacity of 10 tonne-metres or more. This could be, for example, a tower crane, mobile crane or foundation machine.
Examination and registration
Anyone who wants to register as a machine operator must pass a theory and practical examination. The registration must be renewed every 5 years. To do so, the machine operator must demonstrate that they have completed relevant further training and have worked sufficient hours as a machine operator. lf not, they will have to retake the examination. The registration ensures the safety of employees on the construction site, people in the vicinity and the machine operator themselves.
Joint responsibility
Various parties are involved in the registration of machine operators, each with their own responsibilities:
- The Minister of Social Affairs and Employment appoints a registration body.
- The registration body (TCVT RA) sets the requirements that a crane operator must meet in order to be included in the register. lt also registers those who have passed the examination and meet the other requirements to obtain and maintain their registration.
- 4 examination institutions conduct the examinations. These have been designated for this purpose by the registration body.
- lndustry organisations represent the collective and individual interests of registration holders.
- Clients such as contracting companies hire registration holders for hoisting and foundation work.
- A registration holder is someone who is registered as a crane operator.
- The Netherlands Labour Authority ensures that this registration system functions correctly. This is called system supervision. lt also carries out inspections and handles reports of dangerous situations: compliance supervision.
